1. open up your picture. i will be using one of robert pattinson. you can use this picture too if you want :)


2. duplicate your later or do ctrl + j.

3. go to filter > pixelate > mosiac.

you can change the cell size to whatever you'd like. when you're happy with the cell size, click on okay.

you can see i changed mine to 50.

4. go to your layers and change the fill number. i changed mine to about 38%.
