1. open up your image. i'm going to be using one of david archuleta. you can use this image too if you want.


2. go to filter > blur > radial blur

then something should pop up. follow your settings to mine:

then click on ok

3. your picture should now look like this:

go to your eraser tool () set the brush to size 300, depending on the size of your picture. and set your hardness to 0%.

and click wherever you don't want the 'radial blur' to be. i'm going to click on david's face. and since this picture is kinda small, im going to set the size to 200.

now you're done! heres what it should look like now:
