1. open up your image. i'm going to be using one of taylor lautner. you can use this image too if you want.


2. duplicate your layer by pressing ctrl+j or right clicking your layer and selecting duplicate layer.


3. go to filtre > blur > gaussian blur.

then something like this should pop up.

set the radius to 1.5.
4. your picture should look kinda blurry like this:

set the mode in your layers to overlay. soft light or hard light works too. do whichever you want.
